Irish plain packaging tobacco law can create ‘domino effect’
Ireland can create a “domino effect” internationally by becoming the first country in Europe to introduce plain packaging of tobacco, according to one of Australia’s leading public health experts.
Prof Mike Daube said the introduction of plain packaging here would have huge international implications, with other countries likely to follow Ireland’s lead.
Australia became the first country in the world to force tobacco companies to remove their logos from packaging in 2012. Similar legislation has been published by the Government here and is currently before the Dail.

French smokers face e-cig ban in public, plain cigarette packs
France Thursday said it would introduce plain cigarette packaging and ban electronic cigarettes in certain public places, in a bid to reduce high smoking rates among the under-16s.
Following a successful similar campaign in Australia, Health Minister Marisol Touraine said cigarette packets would be "the same shape, same size, same color, same typeset" to make smoking less attractive to young smokers.
"In France, 13 million adults smoke on a daily basis. And the situation is getting worse. The number of smokers is growing, especially among young people," said Touraine.
"We can't accept that tobacco kills 73,000 people every year in our country -- the equivalent of a plane crash every day with 200 people on board," she added.
France has one of the highest rates of under-16s smoking in Europe and, in addition to the plain packaging measures, Touraine also announced that smoking would be banned in playgrounds and in cars with passengers under 12.
European Union laws already force tobacco firms to cover 65 percent of the packaging with health warnings.
But France wants to go further and follow Australia's example, to the fury of the tobacco companies.

El CNPT muestra su decepción por la oposición de España al empaquetado genérico del tabaco
El Comité Nacional para la Prevención del Tabaquismo (CNPT) ha enviado una carta a la ministra de Sanidad, Ana Mato, en la que expresa su decepción por la oposición de España al empaquetado genérico de las cajetillas de tabaco.
Mejor conocido como plain packing, se trata de una iniciativa amparada por la Organización Mundial de la Salud (OMS) que pretende hacer menos atractivos los envases de cigarrillos. Consiste en fabricar "simples cajetillas indistinguibles unas de otras, salvo que uno se tome la molestia de leer en caracteres uniformes la marca y el nombre del fabricante", expone Francisco Rodríguez Lozano, presidente del CNPT. Se trata de eliminar la "publicidad, los colores, los logotipos y todo lo referente a la marca".
Según la evidencia científica, señala la carta dirigida a Ana Mato, "el hecho de restar atractivo a los envases, además de ayudar a sensibilizar globalmente, disminuye la incorporación de niños y adolescentes al consumo de tabaco".

Cigarros electrónicos igual de dañinos que el tabaco
Pacientes con cáncer que utilizan cigarrillos electrónicos para dejar el tabaco, tienen las mismas probabilidades de dejar de fumar y el grado de dependencia a la nicotina es el mismo que quienes no lo usan, indicaron investigadores del Memorial Sloan Kettering Cáncer Center de Nueva York.
En la investigación, dirigida por Jamie Ostroff, participaron un total de mil 74 pacientes de cáncer que fumaban y que habían sido inscritos entre 2012 y 2013 en algún programa de deshabituación tabáquica.
En los programas se triplicó el uso de cigarrillos electrónicos, de 10.6 al 38.5 por ciento de los pacientes.
Aún con este uso, los especialistas observaron que los usuarios de cigarros electrónicos eran más dependientes a la nicotina que los no usuarios; incluso solían abandonar el programa antes que quienes no utilizaban estos dispositivos. Además, se diagnosticaron más casos de cáncer de pulmón, cabeza o cuello.
Al final del estudio, los científicos concluyeron que los usuarios de los dispositivos tenían las mismas probabilidades que los no usuarios de ser fumadores (Con información de Infosalus).

Francia impondrá la cajetilla de tabaco "neutra" para todas las marcas
París, 25 sep.- El Gobierno francés presentó hoy un programa contra el tabaquismo, responsable de 73.000 muertes anuales en el país, cuya medida estrella es la imposición de una cajetilla única y "neutra" para todas las marcas, con el objetivo de hacerla menos atractiva, sobre todo para los jóvenes."
El cigarrillo mata 20 veces más que los accidentes de tráfico. Ante esta constatación, el Gobierno ha decidido actuar con fuerza en un momento en que el número de fumadores aumenta de nuevo en nuestro país", señaló el Ministerio de Sanidad.
En un informe de prensa de presentación de este programa para el periodo 2014-2019, el Ministerio señaló que todas las cajetillas de cigarrillos se estandarizarán, con el mismo tamaño, el mismo color, las mismas fotografías de choque con los efectos de fumar y el nombre de las marcas con el mismo tipo de letra y el mismo color.
Se trata de utilizar la experiencia australiana, donde el paquete único de cigarrillos se adoptó en diciembre de 2012. En el Reino Unido también está prevista su llegada el año próximo.
En Francia, la titular de Sanidad, Marisol Touraine, ha incluido también en su texto la prohibición de fumar en el interior de un vehículo cuando viajen en él menores de 12 años.
Tampoco se podrá fumar en espacios de juegos para niños y no se podrá recurrir al cigarrillo electrónico en diversos lugares públicos, como todo tipo de centros de menores (por ejemplo las escuelas), los medios de transporte público y espacios de trabajo colectivos cerrados.

Six retailers’ license suspended for selling tobacco products to minors
SINGAPORE — Six retailers have been caught selling tobacco products to minors under 18, resulting in a six-month suspension of their tobacco retail license and a fine of between S$1,500 and S$2,000.
The employees of the six retailers did not check the age of the minors before selling cigarettes to them, said the Health Sciences Authority (HSA) in a statement. They were caught via HSA’s routine surveillance and enforcement activities.
The HSA reminded tobacco retailer licensees that they are responsible for all transactions of tobacco products taking place at their outlets, as well as for the action of their employees.

Kerala's capital Thiruvanathapuram may turn into a tobacco-free city soon with the city police taking several initiatives, including strict implementation of anti-tobacco laws.
Close on the heels of the state government increasing the tax on cigarettes, the city police has joined hands with "janamaithri" personnel, the community police wing of the state police, for strict enforcement of anti-tobacco laws by declaring major institutions and its premises as "smoke-free zones".
As part of the move, the Medical College hospital and its premises were declared 'smoke free' area recently by banning consumption and sale of tobacco products.

Hermosa Beach pledges tighter no-smoking enforcement, eyes licenses for tobacco sellers to protect minors
The Hermosa Beach City Council has agreed to more actively enforce its three-year-old ban on smoking in public areas such as the Strand, the city pier and the popular Pier Plaza. The council also tentatively agreed to add e-cigarettes to the smoking ban.
In a second look at smoking in Hermosa, the council also began to study the possibility of licensing tobacco sellers, to make it harder for them to sell to minors.
In a unanimous vote on Tuesday, the council directed city officials to report on options for beefing up enforcement of the smoking ban, which also covers outdoor dining areas, the beach, city parking lots including the downtown parking garage, and city parks including the greenbelt that runs north-and-south through the town.
At the meeting, a handful of Hermosans addressed the council to encourage no-smoking measures.

Students react to campus tobacco ban
As of fall 2014, Concordia has become a tobacco-free campus with the relocation of smoking areas on campus to places off of school grounds. The installment of this new policy has several reactions across the student body.
Molly Aga, the sophomore representative of Student Government Association believes this policy will put students who don’t smoke more at ease. According to Aga, students who don’t use tobacco will appreciate campus being tobacco-free.
“I think this policy has had positive repercussions,” Aga said. “It’s great that the majority of students don’t have to worry about tobacco use.”
Senior Jordan Hanevik doesn’t share Aga’s opinions.
“Ever since the tobacco ban, I feel as though my cigarette smoking has become more of an obstruction than it ever has been during my three years on campus,” she said.

$20 billion class-action lawsuit against tobacco companies enters final stage
MONTREAL — A $20-billion class-action lawsuit brought against Canada’s three major tobacco companies entered its final stage on Monday as a Quebec Superior Court judge began hearing closing arguments in the case.
Evidence began being presented to Justice Brian Riordan two years ago and the lawsuit was originally filed in 1998. The final arguments are expected to continue for at least 18 days and conclude in November.
The case actually involves two class-action suits being heard at the same time. It is the first class-action lawsuit against a tobacco company to go to trial in Canada. One case involves more than 160,000 smokers and former smokers who are victims of lung and throat cancer or emphysema seeking more than $11 billion. The other represents more than 918,000 people who became dependent on tobacco because of the addictiveness of nicotine. They are seeking more than $9 billion.

Rikers Nurse Arrested for Smuggling Booze, Tobacco and Drugs to Inmates
RIKERS ISLAND — A Rikers Island nurse who worked for the jail system's embattled medical provider was arrested for smuggling alcohol, tobacco and drugs to inmates, according to the Department of Investigation.
Jeffrey Taylor, 48, was charged on Sept. 23 with bribery, contraband, misconduct and conspiracy, crimes that could send him to prison for seven years, the DOI said. He has been working at the jail's Anna M. Kross Center for Corizon Health, the company providing medical care at New York City's jails, for the past four years.

UK tobacco firms protest at Labour plan to tax them more to pay for NHS
Britain’s tobacco industry reacted with fury to the plan by the Labour leader, Ed Miliband, to tax British cigarette companies to pay for NHS spending, branding the move anti-business and unjust.
Imperial Tobacco, the company behind brands including Lambert & Butler and Golden Virginia, said Labour plans to raise at least £150m by taxing companies according to market share amounted to an attack on a legitimate business sector.
A spokesman for the company said: “The idea ... is totally unwarranted and unjust, and should be dismissed immediately.
Imperial is already one of the largest contributors of tax to the UK government in the FTSE 100, contributing billions of pounds in tax and excise every year. The UK tobacco industry is subject to a punitively high rate of excise, meaning the average total tax take on a pack of cigarettes is 86%.

KENNEWICK, WA- The Washington Poison Center reported a 600% increase in calls relating to electronic cigarettes this year.
The Washington Poison Center reported that the majority of the calls they received about e-cigs were related to children between one and three-years-old making that age group 85% of cases concerning children.
The Benton-Franklin Health District said this is a problem, but for users, there is no current evidence that electronic cigarettes do in fact cause health problems. They said they still have nicotine in them and that it has the same effects as the nicotine in a regular cigarette, which does in fact cause some health problems.
“We know some of the ingredients can be carcinogenic, which means cancer causing. Just like regular cigarettes, many of them still have nicotine, which is still an addictive substance,” said Susan Shelton, Benton-Franklin Health District Environmental Health Specialist.
Because of the nicotine in the devices, they want parents to be careful about leaving them out. Kids may accidentally get into the liquid nicotine inside the e-cigs and can be very poisonous for them, which has caused the increase in poison control calls.
Even though more research is still being done, the local health departments, cities, and counties have put in more strict regulations when it comes to e-cigs.

Recientemente atrapó mi atención una joven que cruzaba una calle céntrica de La Habana. Ella llevaba de la mano derecha a una pequeña niña con uniforme escolar y sin pañoleta; seguramente era una alumna de prescolar.
El episodio hubiera pasado como intrascendente si yo no hubiese visto entre los dedos de su mano izquierda la existencia de un cigarro encendido que ella avivó con una profunda bocanada.
Mucho podríamos meditar acerca de si aquella mujer era consciente del tormento que le provocaba a la pequeña. Incontables veces se ha hablado del daño que causa el tabaquismo; sin embargo, las últimas estadísticas nacionales relativas al hábito de fumar muestran dimensiones preocupantes, lo que nos demuestra que aún falta mucho por hacer en la lucha contra ese azote.
En una investigación publicada en el presente año por la doctora Nery Suárez Lugo en la Revista cubana de salud pública, se analizó el comportamiento del consumo de cigarrillos en Cuba durante el año 2013, en relación con el año 2012: el consumo per cápita (por cada cubano de 15 años o más) creció en un 4,8 por ciento, lo que representa que cada persona comprendida en esas edades fumó un promedio de casi cuatro cigarrillos diarios.

A study published online Monday by the American Cancer Society determined that electronic cigarettes were not effective in helping cancer patients quit smoking traditional cigarettes.
Authors of the study in the peer-reviewed journal Cancer said their findings “raise doubts about the potential benefits of e-cigs for helping cancer patients give up smoking.”
The authors, based at Memorial Sloan Kettering Cancer Center in New York, studied 1,074 cancer patients who smoked and were enrolled between 2012 and 2013 in a tobacco treatment program within a comprehensive cancer center.

Council to consider e-cig ordinance
CITY HALL — If you read articles written by numerous regional news outlets a few months ago, you might think that City Council already outlawed e-cigarettes.
In fact, the ordinance regulating e-cigarettes in the city by the sea will be considered by council on Tuesday.
The ordinance is fairly simple in that it essentially — with a few exceptions — treats the electronic smoking devices like traditional tobacco cigarettes, which are already heavily regulated in the city. It would also include the vaporizers under the definition of tobacco products for the purpose of City Hall’s tobacco retail license.
The battery-powered e-cigs, which deliver a form of nicotine and can mimic the feel of traditional cigarettes, are being marketed as a healthier, less difficult way to kick the tobacco habit.
Currently “vaping” is allowed anywhere in the city, including inside bars and restaurants.
The ordinance, as proposed, would ban smoking in vaping lounges, with the exception of the two already in existence — Fix Vapor on Main Street and Vapor Delight on Lincoln Boulevard. They’ll be required to have proper ventilation systems so they don’t bother the neighboring businesses.

AL sees rise of nicotine poisoning alongside e-cig popularity
UNTSVILLE, AL (WAFF) - They are said to be healthier than cigarettes - even a step on the way to quitting altogether.
But that popularity is also the reason the Alabama Poison Control Center said they have seen an increase in nicotine poisoning.
Between 2010 and 2013 there were 23 cases. So far in 2014, that number has tripled to nearly 70 reported cases. The center said the majority of those cases are children.
"They are candy-flavored and sweet-flavored so it looks like candy," explained Dr. Tim Howard.
Children aren't just ingesting the fluid by drinking it; we are told many are simply getting the concentrated nicotine on their skin. Depending on the type of fluid and the age of the child, just a few drops absorbed into the skin can make them sick.
Dr. Howard said the side effects can range from vomiting to seizures, and even death. Still, he said e-cigarettes are a better option when used correctly and kept out of reach of children.

City Police Commissioner H. Venkitesh said major State-run firms and their premises here would be declared smoke-free zones and a strict vigil would put in place to monitor violations.
“The aim of the project is to declare the capital city tobacco-free. We already have anti-tobacco laws and we are now planning for their stringent enforcement,” Mr. Venkitesh told PTI.

Las empresas tabacaleras tienen un plazo de seis meses para incorporar en los envases y la publicidad de cigarrillos las nuevas advertencias sanitarias sobre los daños que ocasiona en la salud de las personas.
El doctor Rogger Torres Lao, del Ministerio de Salud, indicó que las advertencias “Fumar causa gangrena” y “Fumar causa infarto al corazón” deberán estar consignadas a más tardar el 15 de marzo del 2015 en las cajetillas en todo el país.
“Con esto el Perú tendría su cuarta ronda de advertencias, usando ocho de las doce advertencias sanitarias disponibles en su normatividad”, destacó Torres Lao, integrante del equipo técnico de la Dirección General de Promoción de la Salud del Minsa.
Refirió que en el año 2011 se establecieron las advertencias sanitarias “Fumar produce cáncer de pulmón” y “El humo de tabaco causa asma en los niños”; en el 2012, “Fumar causa aborto” y “El humo del tabaco daña a tu bebe” y en el 2013 “La nicotina es tan adictiva como la heroína” y “Fumar causa infarto cerebral”.

Debido a la gran demanda que ha tenido el primer Curso para Dejar de Fumar que ha comenzado a impartir el Plan Municipal sobre Drogas el jueves 11 de septiembre, el Ayuntamiento de León ha decidido organizar un segundo curso, este mes de septiembre, para dar cabida a todos los interesados.
Aquellos fumadores que quieran dejar este hábito pueden participar en el curso que impartirá el Plan Municipal sobre Drogas de León en su local de la calle La Serna, número 3. Este nuevo curso comienza el martes 23 de septiembre. Es gratuito y las plazas son limitadas (información 987 27 69 51 / 48).
Este curso fue creado por Elisardo Becoña, catedrático de Psicobiología de la Universidad de Santiago de Compostela, en el año 1984. Es el método de ayuda para dejar de fumar con mejores resultados de entre los evaluados en nuestro país. Lo aplican numerosas administraciones y otras entidades privadas.

Mpls. to consider e-cig ban for bars, restaurants
The city of Minneapolis will consider banning the use of electronic cigarettes in restaurants and bars.
Minneapolis City Council Member Cam Gordon plans to introduce an amendment that would expand the definition of "smoking" in city ordinances to include e-cigarettes. Gordon says while the devices emit no smoke, they still pose the potential for harm.

The city of Minneapolis will consider banning the use of electronic cigarettes in restaurants and bars.
Minneapolis City Council Member Cam Gordon plans to introduce an amendment that would expand the definition of "smoking" in city ordinances to include e-cigarettes. Gordon says while the devices emit no smoke, they still pose the potential for harm.

The study of cancer patients has uncovered that electronic cigarettes give patients more nicotine dependent than non-smokers.
The results published online by the magazine Cancer show that the e-cig does not help cancer patients quit smoking, even make them more dependent on nicotine. “Because of the risks of smoking persistent, all cancer patients who smoke should be advised to stop,” the doctors say.

Youth tobacco survey shows less smoking, more e-cig use among NC teens
The 2013 N.C. Youth Tobacco Survey, released Wednesday, delivers both good and bad news to those working to prevent tobacco use among North Carolina students. Results show the lowest teen cigarette smoking rates ever recorded, along with a significant increase in teen use of certain non-cigarette tobacco products, including electronic cigarettes and hookahs (water pipes).
Cigarette smoking among North Carolina middle school students dropped 40 percent from 2011 to 2013, falling from 4.2 percent to 2.5 percent. Among high school students, the drop was 13 percent, from 15.5 percent to 13.5 percent.

Each year the tobacco industry spends an estimated $74 million peddling its poison in Nevada. That figure is nearly 75 times the amount spent on tobacco control and prevention efforts by local health agencies and advocates in Nevada.
Published research studies have found that kids are twice as sensitive to tobacco advertising than adults and are more likely to be influenced to smoke by cigarette marketing than by peer pressure. One-third of underage experimentation with smoking is attributable to tobacco company advertising despite industry protestations to the contrary.
New data from the Campaign for Tobacco-Free Kids documents tobacco’s toll on the next generation of Nevadans. Currently, 10.3 percent of Nevada high school students smoke, nearly 2,000 Nevada kids under the age of 18 will become daily smokers this year, and an estimated 41,000 kids currently alive and well in Nevada will die prematurely from smoking.

Tobacco firms have 20 months to fully comply with graphic health warnings law
MANILA - Public health groups and medical associations have already chosen 22 “gory” and “effective” photos to be placed on cigarette packs following the enactment of the Graphic Health Warning Law in July. However, Filipinos will have to wait for Health Secretary Enrique Ona to sign an administrative order approving the photos, the template of the cigarette packs, and the guidelines of the law before the graphic health warnings are finally rolled out.
This is according to the Southeast Asia Tobacco Control Alliance (SEATCA), public health think tank HealthJustice, and the office of ANG NARS partylist Representative Leah Paquiz, who outlined the long waiting period in a recent media briefing.
Dr. Ulysses Dorotheo, project director of SEATCA Southeast Asia Initiative on Tobacco Tax, explained that tobacco companies would have a year to comply with the law after the administrative order is released. By then, they would have begun producing the cigarette packs with graphic health warnings.
They were also given an eight-month extension on top of the one-year period to sell all their old stocks. Thus, it would take 20 months after the administrative order is signed before all cigarette packs in the country finally bear graphic health warnings.
“We are really looking forward to the graphic health warnings and we really hope that it is released soon. The sooner it is released, the sooner the Philippines will be exposed to graphic health warnings that will educate them about the harms of smoking,” said Atty. Patricia Miranda of HealthJustice. Miranda serves as counsel for public interest cases against the tobacco industry.
According to political affairs officer Anna Kapunan, who works for the office of ANG NARS partylist Representative Leah Paquiz, the photos chosen by the panel of experts also went through focus group discussions held by the Department of Health.

BATB holds concert, violates tobacco control law
A multinational tobacco company has organized concerts in Dhaka to promote its brand in gross violation of the tobacco control law.
On Sunday, the third day of the concert mainly for university goers, bdnews24.com found a group of BRAC University students entering the venue, Bangabandhu International Conference Centre, after 5pm.
The programme was, however, postponed half an hour before its 7pm start.
It was not clear why Sunday’s event was postponed. No one was willing to comment on the highly restricted programme that barred the media.
A student told bdnews24.com that the concert would continue until Sep 24. “They may change the venue,” he said.
However, the event caused a furor among anti-tobacco groups.
An anti-tobacco body, PROGAA, which has deployed a team to investigate the tricky advertisement of tobacco products and companies across Bangladesh, found that the British American Tobacco (BAT) started the concert from Friday.
“It is to promote a new brand that BAT just launched in the market,” a PROGGA spokesperson said.
“On the first day, they invited students from North South University, and on the second day (Saturday) American International University Bangladesh (AIUB).

Principales marcas de cigarrillos incautadas en Brasil son de Tabesa
El cien por ciento de todo el contrabando de cigarrillos que ingresó al Brasil en los últimos cuatro años proviene del Paraguay, confirman desde la Receita Federal. Las principales marcas incautadas en territorio brasileño son producidas por Tabesa, propiedad del presidente Horacio Cartes. Según estimaciones de los organismos de control del vecino país, el valor de todo el cigarrillo paraguayo incautado llega a los 907 millones de dólares.
Los cigarrillos incautados en la zona de Foz de Iguazú, entrada al Estado de Paraná, Brasil, desde Ciudad del Este, son cien por ciento provenientes de Paraguay y existen bandas conformadas por paraguayos y brasileños que operan para contrabandear.
“Las incautaciones son cosas de todos los días”, explicaron a ABC Color desde la oficina regional de la Receita Federal, en Foz de Iguazú.
De acuerdo a datos proveídos por la citada oficina regional, entre las marcas que se destacan por la cantidad que se incautan cada año figuran: Eight, TE, Palermo, San Marino, todas estas marcas son producidas por Tabacalera del Este SA (Tabesa), propiedad del presidente de la República, Horacio Cartes. También resaltan Classic (Tabacalera Hernandarias), Mill (Veneto SA), Euro (Tabacalera Hernandarias).

Lo dice un estudio liderado por José M. Martínez-Sánchez, investigador del Instituto Catalán de Oncología y de la Universidad Internacional de Cataluña, que acaba de ser publicado en la revista BMJ Open.
El trabajo indica que solo el 20 por ciento de los usuarios del ‘vapeo’ están satisfechos totalmente y bastante satisfechos con el uso del cigarrillo electrónico. Warning after e-cigarette Incidents
West Yorkshire Fire and Rescue Service (WYFRS) was called to two incidents involving e-cigarettes last weekend (September 6 and 7).
The first call was to a property in Beechwood Road, Wibsey, Bradford, on September 6 and was attended by a crew from Odsal Fire Station.
An e-cigarette’s battery was being charged on a bedside unit and, when it failed, it exploded and shot across the room, coming to rest at the foot of a wardrobe.

E-cigarette batteries start two fires Yorkshire
Two e-cigarette batteries "exploded" and started fires in two West Yorkshire homes in just 24 hours.
West Yorkshire Fire Service has warned it is now being called out to e-cigarette fires more than once a month.
In an incident in Bradford, a battery exploded and "shot across the room", coming to rest at the foot of a wardrobe, which caught fire.
And a couple in Girlington only realized their bedroom was on fire when the smoke alarm sounded.
There have been 13 e-cigarette fires in West Yorkshire in the past 12 months.
'Burning battery'
While only 0.25% of call-outs are related to e-cigarettes, the fire service has warned of a growing problem.

E-cig use in public may be prohibited
Electronic cigarette users may have to join tobacco users when it comes to prohibited use of the devices on city-owned property, depending on a vote by the Iowa City Council today.
If the council decides to pass the resolution, its next step could be extending the ban’s scope in the coming months.
Rick Dobyns said the Council is trying to determine if e-cigarettes could fall under the Iowa Smokefree Air Act, meaning that their use would be banned in places such as restaurants and clubs.
City staff first raised the issue informally at the Sept. 2 council meeting, under the recommendation of Dobyns and Director of Johnson County Public Health Doug Beardsley.
Dobyns said he supports the move to ban e-cigarettes on city-owned property, but he would, “entertain alternatives rather than enforcement for the second component, such as voluntary measures.”

Flavoured tobacco popular with Canadian teens: survey
Half of the teenagers who smoked in the past month used a flavored tobacco product, according to a survey on youth smoking habits in Canada.
The survey, done by the Propel Centre for Population Health Impact at the University of Waterloo, on behalf of Health Canada, discovered that 50 per cent of high school students who had used tobacco within the past 30 days used flavored products.
That equates to half of the high school students (15 and over) who used tobacco products in the month before the survey was taken, or 137,000 students, the report noted.

STATE: Michigan smoking rates decline; CVS stops selling tobacco
The decision by the CVS drugstore chain to stop selling tobacco products effective Sept. 3 in its 7,700 stores nationwide — and more than 240 in Michigan — is a move expected to cost it $2 billion in revenue.
But that’s a drop in the bucket compared to the $96 billion that the Centers for Disease Control in Atlanta estimates the health care costs of smoking to be nationally.
“Tobacco products have no place in a setting where health care is delivered,” CVS President and CEO Larry Merlo said in February to announce the company’s new policy. “Banning tobacco products from our stores is the right thing to do.”

New Tobacco Regulations Take Effect In Pittsfield
New tobacco regulations aimed to curb youth smoking and reduce second-hand smoke in public areas went into effect today in the city of Pittsfield, Mass.
The regulations enacted by the city’s Board of Health ban tobacco in city-owned parks, set a minimum price for single cigar sales and aim to reduce the number of tobacco sales permits in Pittsfield. The city banned tobacco products in pharmacies in 2012. Under the new regulations, stores must sell at least two cigars at a time in their original packaging, but single cigars can be sold at a minimum price of $2.50. Gina Armstrong is the city’s public health director.
“The cheap cigars are really marketed to kids in that they’re candy and fruit-flavored,” Armstrong said. “So it introduces them to tobacco products and to the possibility of establishing habits that will lead to lifelong addiction of nicotine. They’re considered to be starter products.”

Experts urge Vietnam to aim higher with tobacco tax
Experts say Vietnam should raise its tax on tobacco beyond the Ministry of Finance's modest plan in order to curb smoking and raise much-needed funds.
Pham Thi Hoang Anh, director of the NGO HealthBridge Vietnam, said the special consumption tax on tobacco in Vietnam has been maintained at 65 percent since 2008.
The ministry plan would raise it by 75 percent in 2015 and 85 percent in 2018.
“The managing agencies can increase the price of gasoline and electricity at any time even though these are essential products for production and daily life. But increasing the tax on tobacco has been too difficult,” she said at a conference on the issue in Hanoi on September 13.
“Vietnam has a golden chance to increase its tobacco tax. If this chance is missed for two or three years, it will seriously affect the young people."
Nguyen Tuan Lam of WHO Vietnam said lawmakers should raise the tobacco tax by 105 percent in 2015 and 145 percent in 2018 to achieve its national target of reducing smoking from 47.4 percent to 39 percent of the male population.

Pittsburgh Mercy toughens stance on workers' tobacco use
As the smoke dissipates on recent health system tobacco bans in the region, another care provider is looking to clear the air even more.
Pittsburgh Mercy Health System will prohibit its employees from using tobacco products of any kind during work shifts effective Feb. 1, 2015. The ban means employees are not allowed to use tobacco products at any time during their work shift even if they were to leave the health system campus or if they were on break.
“We’re a health and wellness organization, so we feel it’s our responsibility to our employees, to the people we serve but also to the community to promote health and wellness,” said Stephanie Murtaugh, senior director of Mercy Community Health, the population health division of Pittsburgh Mercy.

Worcester seeks to toughen tobacco ordinance
WORCESTER — The city administration is recommending amendments to the city's tobacco control ordinance to make it harder for tobacco companies to market their products to children and to lessen the impact of secondhand smoke in city-owned buildings.
City Manager Edward M. Augustus Jr. said the amendments will advance the Community Health Improvement Plan, which has a goal of making Worcester the healthiest city in New England.
He emphasized that the city is not looking to burden local businesses or infringe on anyone's personal freedom. Instead, the manager said, the recommendations call for "common sense improvements" to the city's tobacco control ordinance to bring Worcester up to the standards set by many other communities in the state.
