China Considers Tobacco Advertising Limits, Public-Smoking Ban

BEIJING—China is considering a ban on tobacco advertising and smoking in public places as the world’s largest nation of smokers faces a mounting and costly toll from treating chronic diseases.

Measures under consideration include a ban on all forms of tobacco advertising, sponsorship and promotion, according to draft legislation published Monday on the website of the State Council, China’s cabinet.

The draft includes bans on smoking in indoor, public places as well as the outdoor areas of locations ranging from hospitals to schools to fitness venues. It also includes plans to cut smoking scenes in film and TV and prohibit vending machine sales of cigarettes.

China’s leaders are attempting to stub out smoking in the world’s largest tobacco market by sales, as tobacco use is contributing to rising incidences of chronic conditions such as heart disease and lung cancer in the country. China is home to more than 300 million smokers.

The World Health Organization estimates that smoking kills more than one million Chinese each year. Death and health complications related to no communicable disease will have cost China $500 billion in the decade ending in 2015, the WHO says.

The new regulations would impact China’s state-owned China National Tobacco Corp., which holds a monopoly on tobacco in China. Its cigarette makers account for 43% of the world’s cigarette production, according to the American Cancer Society and the World Lung Foundation.

Bihar imposes ban on tobacco

PATNA: The Bihar government on Friday announced a ban on tobacco and its products to ward off its ill effects on citizens.

Chief minister Jitan Ram Manjhi announced the ban on zarda, paan masala and other tobacco products on Tobacco prevention day.

The CM also said that tax on tobacco and its products would be enhanced. The state at present imposes 30 per cent tax on tobacco and its products and sources in Excise department said there was a proposal to double it up.

BERHAMPUR: The East Coast Railway, Khurdha Division, imposed a ban on spitting and smoking in Berhampur railway station on Saturday. Additional Divisional Railway Manager, Khurdha, Subhendu Kumar Choudhury said those found smoking and spitting inside the platform would be imposed a fine of `50.

Reviewing the cleanliness drive in Berhampur railway station and other ongoing construction works on Saturday, Choudhury said most passengers do not use the garbage bins and throw their wastes wherever they like. Similarly, some urinate in open and many chewing pan and gutka spit inside the station premises. For the last few days, the Railway officials have been promoting awareness among passengers to refrain from such practice and notice boards prohibiting such acts have been fixed in platforms.

Railway officials have been authorized to impose fine on violators, Choudhury added. “As our appeal has fallen on deaf ears, we decided to impose fine,” said Choudhury.

The repair works in the station after the damage caused by cyclonic storm Phailin last year are in final stages and in order to reduce the congestion at level crossings, the Railway has decided to construct low height sub-ways (LHSs) and over-bridges, Choudhury added.

Murray County Sole Commissioner Brittany Pittman approved a second reading of an ordinance prohibiting tobacco use on county property.

“It’s for the health and safety of those that enter into the facilities and for those who work in those facilities each and every day,” Pittman said. “You will see the signs out on all the county property. Roll-your-own tobacco is ''more dangerous'' than factory-made cigarettes and should be banned, says Professor Richard Edwards, head of public health at the University of Otago's Wellington campus.

Prof Edwards said roll-your-own tobacco was less natural and at least as harmful as factory-rolled tobacco and interventions were needed to encourage roll-your-own smokers to quit.

The interventions included mass media campaigns and pack warnings to correct misinterpretations that roll-your-own cigarettes were less hazardous and more natural.

Stanford asks for an end to tobacco sales on campus

Stanford University has asked campus vendors to stop selling tobacco products on campus. Beginning March 1, no tobacco products will be sold at Stanford.

The vendors, who operate convenience stores in the Valero gas station and the Tresidder Union, have agreed to the university's request to phase out sales of tobacco products, which include cigarettes, chewing tobacco and e-cigarettes.

"The university is an advocate for the health and well-being of its entire community, and tobacco sales are inconsistent with our many programs that support healthy habits and behaviors," said Susan Weinstein, assistant vice president for business development, who oversees campus business vendors.

The campus administration has been considering the elimination of tobacco sales on campus for some months, Weinstein said.

GUWAHATI: Assam is the first state to legally ban all forms of smokeless tobacco products through an act and cancer specialists have welcomed the move. They are of the view that owing to the chronic nature of cancer, it will take more than two decades to notice the changes the act will lead to.

Hailing the piece of legislation that came into effect on Thursday, experts urged the state government to strictly implement the law. People should respect the law and act responsibly and not seek illegal access to the banned products, said a cancer specialist.

Adams approves new restrictions on sale of tobacco products

DAMS -- A sweeping set of new tobacco regulations have been approved for the town of Adams.

With little discussion, the Board of Health unanimously passed a the measure on Wednesday. The board had delayed a vote on the proposal following a public hearing last month, but on Wednesday agreed to adopt the new laws as written.

The regulations are set to go into effect on April 1, 2014.

The Board of Health will prohibit the sale of tobacco in pharmacies or stores that contain pharmacies, ban the sale of e-cigarettes to minors, and limit the sale of a number of other tobacco-related products. The use of e-cigarettes and other tobacco-related products in public spaces, such as town-owned parks and playgrounds, also will be prohibited in Adams.

Berger: Critics of car smoke ban opposed seatbelt laws

Shadow public health minister Luciana Berger has said those opposed to a ban on smoking in cars carrying children are the same people who railed against the introduction of laws enforcing seatbelt use throughout the 1970s and 1980s.

The Labour MP, who is urging her Commons colleagues to vote in favour of the ban, said health figures suggest around half a million children are exposed to second hand smoke in the back of the car on a weekly basis.

Critics of the anti-smoking legislation, though, have said such a ban cannot be implemented or will be ineffective - a similar argument, Ms Berger said, that was used to oppose seatbelt laws.

She admitted that "we don't have the exact specifics about how it will work in practice", but said MPs will look to "states in the US," plus "Canada, Australia and South Africa", to see how their equivalent laws are targeting offenders.

Attempting to promote a healthier nation, the CVS pharmacy chain announced last Wednesday that it will discontinue the sale of cigarettes and other tobacco products.

CVS Caremark prides itself on being a company that “offer(s) innovative solutions that help people on their path to health,” according to their website, and this decision only reinforces that commitment.

Dr. Suzy Harrington, Oklahoma State University’s chief wellness officer, said tobacco continues to be the number one leading cause of preventable death, resulting in about 1,300 deaths every day.

“I am thrilled that CVS has made such a strong statement acknowledging the sale of cigarettes is inconsistent with their mission, even at the risk of lost income,” she said. “I would hope that Stillwater citizens will show their support of our local CVS.”

And many customers are doing just that.

“It’s a gutsy move,” said CVS customer Steve Kuranoff. “I think it’s good. I think they’re standing up for what they believe in.”,

But progress has stalled for about the past decade; 44 million adults still smoke and an estimated 1.2 million youths start each year. As the surgeon general pointed out last month, smoking is still the top cause of preventable deaths, about 480,000 a year.

CVS Caremark Corp., by some metrics the nation’s largest drugstore chain, made waves Wednesday by announcing it will take tobacco products off the shelves of its nearly 7,600 stores by October.

There are 22 CVS stores in Maine, including five in Portland and two each in Augusta and Lewiston.

By quitting tobacco sales, the company is reportedly giving up about $2 billion in annual revenues, a huge amount to everyday Mainers, but one that won’t exactly bankrupt the $130 billion-per-year chain.

While CVS captured recent headlines with the move, some smaller Maine retailers have been spurning cigarettes for years.
