Los neumólogos abogan por equipar el cigarrillo electrónico con un fármaco

Barcelona- Los neumólogos abogan por equiparar los cigarrillos electrónicos a un producto «medicamentoso». Aunque la iniciativa pueda parecer chocante en un principio, el objetivo es, según la Sociedad Española de Neumología y Cirugía Torácica (Separ), poder evaluar este tipo de cigarrillos con las mismas exigencias que los fármacos y someterlos a controles de calidad.

«De esta forma, los riesgos que se han detectado en cuanto a la toxicidad provocada por falta de control de los componentes de los líquidos o por manejo inadecuado de las distintas partes del cigarrillo electrónico, podrían ser evitados», señaló la presidenta de la Separ, Pilar de Lucas. Las sustancias que suelen estar presentes en el líquido del cigarrillo electrónico son la nicotina, la glicerina y el propilenglicol. «Cabe señalar que algunas marcas no contienen nicotina y que las que la contienen lo hacen en menor porcentaje que en los cigarrillos habituales», apuntó el director del programa en Investigación en Tabaquismo de Separ, Carlos Jiménez. Y, añadió, «el propilenglicol y la glicerina son inocuos cuando son utilizados por vía oral. No obstante, cuando son utilizados por vía inhalada, su inocuidad no ha sido claramente demostrada».

Más aún, la falta de control de los cigarrillos electrónicos y de los líquidos que se inhalan hace imposible que se lleven a cabo estudios científicos. Como señala la Separ, se han realizado algunos análisis que apuntarían que este producto puede ser beneficioso a la hora de dejar el hábito del tabaco, pero las conclusiones no son fiables por «las importantes deficiencias metodológicas». De ahí también, que sea importante regular este nuevo producto.

Nearly have of the adult population has concerns that widespread use and advertisement of e-cigarettes will lead to their use by children and teens, a recent poll by the University of Michigan shows.

A November 2013 University of Michigan Mott Children’s Hospital National Poll found that more than 44 percent of those polled indicated these worries about e-cigarettes. More than 2,100 adults over the age of 18 were polled.

E-cigarettes are battery-operated devices that look like cigarettes but don't burn tobacco. They come with replaceable cartridges of liquid containing nicotine, which is inhaled as a vapor along with flavors like chocolate, fruit, candy or even tobacco.

“This poll shows high levels of concern about e-cigarettes and the possibility that kids who try them could start smoking tobacco,” Matthew Davis, director of the C.S. Mott Children’s Hospital National Poll on Children’s Health, said in a statement.

Campaign to smoke out tobacco begins next month

Israel has joined an international protocol for the prevention of illegal tobacco traffic, the Health Ministry said on Wednesday.

Ambassador to the UN Ron Prosor signed the protocol on behalf of the state, as an addition to the World Health Organization’s Framework Convention on Tobacco Control (FCTC), which Israel ratified several years ago along with 176 other states.

The ministry called illegal trade in tobacco a worldwide problem, as the proceeds are used to fund terrorist organizations such as Hezbollah and other criminal organizations, as well as in money laundering. Such smuggling also leads to the loss of legitimate tax income and harms the effort to reduce smoking and its deadly effects on the population, the ministry said.

Russia to join WHO protocol on illicit trade in tobacco products

Russian Prime Minister Dmitry Medvedev has ordered that the country sign the Protocol to Eliminate Illicit Trade in Tobacco Products, adopted by the parties to the World Health Organization's Framework Convention on Tobacco Control, the government's press service reported.

Russia joined the WHO Framework Convention on Tobacco Control in 2008. Following the 5th conference of the convention parties, which was held in Seoul on November 12-17, 2012, the Protocol to Eliminate Illicit Trade in Tobacco Products was opened for signature.

The document is aimed at combating illegal trade in tobacco products through control of the supply chain and international cooperation. It envisages the establishment of national and/or regional systems and a global center that will facilitate information sharing and will help identify tobacco products, their producers and equipment that was used to manufacture them, as well as track down delivery routes.

The document also regulates law enforcement agencies' cooperation intended to prevent the illegal distribution of tobacco products, including counterfeit ones, as well as the use of fake excise stamps and illicit sales of counterfeit tobacco products, the press service said.

La Sociedad Española de Medicina de Familia y Comunitaria (Semfyc) considera que los cigarrillos electrónicos deberían someterse a la misma regulación que el tabaco convencional y prohibirse su consumo, por tanto, en todos los lugares públicos cerrados.

Semfyc hizo estas consideraciones este lunes, tras conocer la decisión adoptada la semana pasada por el Consejo Interterritorial de Salud de prohibir el cigarrillo electrónico en centros educativos y sanitarios, en el transporte público y en las dependencias de las administraciones.

A juicio de esta sociedad médica, los cigarrillos electrónicos "representan un riesgo para la salud pública y pueden ser una puerta de entrada al consumo entre los más jóvenes".

La venta de tabaco sigue notando los efectos de la subida de impuestos

La venta de tabaco descendió bruscamente en la provincia de Salamanca el mes pasado, según los últimos datos publicados por el Comisionado para el Mercado de Tabacos, actualizados a 30 de noviembre. Así, tras ir casi a la par durante el primer semestre, el aumento de los precios tras anunciar el Gobierno una subida de los impuestos sobre el tabaco lastraron las ventas de manera importante. En concreto, ahora son tres millones de euros menos de recaudación, al pasar de 81,3 millones en 2012 a 77,9 en el presente ejercicio.

Descendió la venta en cigarrillos, 5,2 millones de euros inferior, al comercializarse dos millones y medio de unidades menos debido al incremento del precio del tabaco en casi todas las marcas, y el aumento de la recaudación en cigarros puros es ya muy inferior a años anteriores, pero sobre todo se frena la venta de tabaco de liar, el que más ha subido su precio, aunque la recaudación anual es todavía 1,7 millones de euros superior a 2012.

BANGALORE: Sale of cigarettes and other tobacco products should be banned within the 100-metre radius of bus stands, railway stations and in other public places, but this decision has to be taken by the Centre, said KB Eshwarappa , deputy director of the directorate of health and family welfare on Monday.

Want to know why health care is so expensive? Part of the answer lies in smoking statistics. Tobacco use costs Indiana more than $2 billion in health care costs annually, or more than $559 per Hoosier household, whether they smoke or not.

That’s according to the Centers for Disease Control and Prevention.

Tobacco use directly causes a majority of the chronic diseases such as heart disease, stroke, respiratory diseases, type 2 diabetes and cancer, which costs the state $29.4 billion annually.

So one would think money spent to get people to quit tobacco would be money well spent. And you’d be right. But not according to our lawmakers who have slashed spending on anti-tobacco and smoke cessation programs in past years.

As electronic cigarettes gain popularity, more research about their effects on users — and those around users — is being conducted. While the battery-operated devices expose everyone to fewer toxins and no smoke, researchers are looking into just what happens when someone is “vaping.”

The e-cigarettes often look like regular cigarettes, but there is no tobacco involved. An atomizer heats a liquid containing nicotine and turns it into a vapor that can be inhaled. There’s no smoke, no fire, and e-cig users are able to get a nicotine fix without the tar and carbon monoxide that are found in tobacco cigarettes. There are no current federal regulations on these devices, and without that, cities and states are laying down the law themselves about where they can be used. 

Certain states ban them in public places like bars and restaurants, just as they do real cigarettes. 

While some feel that may be going a bit too far for a product that is much more benign than cigarettes, it actually turns out that bystanders may be exposed to nicotine. That’s right: secondhand vaping is a real thing.

European Union diplomats have approved new anti-tobacco legislation, including larger health warnings on cigarette packets and the bloc's first ever rules on electronic cigarettes.

"Agreement on the tobacco directive is a big step towards a healthier and more prosperous society," said Lithuanian health minister Vytenis Povilas Andriukaitis.

Lithuania currently holds the rotating EU presidency.

The deal was struck after governments and the European Parliament resolved a dispute over how tightly to regulate the booming market for e-cigarettes.

Some analysts have predicted it will eclipse the €500bn-a-year regular cigarette market in ten years.

La incógnita de los cigarrillos electrónicos

Hace solo dos semanas que lo compró y dice que le cambió la vida. El granadino Juan García expulsa una vaharada de humo blanco mientras enseña un cigarrillo electrónico último modelo. En sus manos parece un aparato del futuro. Una cubierta transparente deja entrever la resistencia por donde el líquido inhalado se transforma en vapor. Después se aspira por la boquilla. "Igual que un pitillo pero mucho mejor, huele bien", asegura tras la calada. El aroma a menta de la humareda se nota en toda la habitación y es una de las cuestiones más alabadas por los fumadores de este sistema que se ha convertido en una incógnita que divide a comerciantes y expertos en Salud.

El 'boom' de los cigarrillos electrónicos se ha hecho notar este 2013 en la provincia, donde se han abierto más de una veintena de tiendas que los comercializan. Solo en la capital superan la decena. Los clientes se han multiplicado de forma exponencial y la época navideña llega en un momento idóneo para que se convierta en uno de los regalos estrella. "Creemos que vamos a hacer una buena campaña", dice Gonzalo, dueño de E-Vapor. El empresario abrió su local en la calle Acera del Darro hace nueve meses y desde entonces ha tenido una gran acogida. "Por aquí vienen muchos clientes y puedo decir que la inmensa mayoría repite".

Como Juan García, muchos fumadores se han pasado a estos 'vaporizadores' hipnotizados por el diseño, los sabores e, indudablemente, la creencia de que se trata de una forma mejor de fumar. "Noto más los sabores que con el tabaco", asegura Juan. Pero, ¿es realmente saludable? Gonzalo así lo cree. "Lo que vendemos lleva extractos de hierba que son naturales, glicerina y propilenglicol. Después está la nicotina, pero es un cuarto ingrediente opcional", señala y efectivamente así reza en la caja de dónde saca uno de los líquidos en venta en E-Vapor. Todos los elementos, salvo la nicotina, están considerados como seguros para el consumo humano y no existen informes adversos sobre ellos.

El presidente de la Asociación Nacional del Cigarrillo Electrónico (ANCE), Manuel Muñoz, ve con prudencia el acuerdo provisional alcanzado este martes en Bruselas, que permite a los Estados Miembros prohibir los cigarrillos electrónicos rellenables, no obstante "finalmente" establece un marco reglamentario a nivel Europeo, que "el sector viene demandando desde hace años, que asegure la calidad y pureza de los productos".

Según el compromiso alcanzado por la presidencia y la Eurocámara, los cigarrillos electrónicos continuarán estando disponibles en el mercado y no se verán restringidos a las farmacias. Aunque, los Estados miembros serán libres de decidir si desean someterles a autorización como medicamentos o aplicarles nuevas reglas que garanticen la cualidad y seguridad de estos productos.

BRUSELAS.- Los negociadores de Comisión, Consejo y Parlamento Europeo se levantaron esta medianoche de la mesa sin un acuerdo sobre la directiva del tabaco por desavenencias en torno a la futura regulación sobre los cigarrillos electrónicos.

La negociación se retomará el próximo miércoles después de que tras casi doce horas de discusiones y en contra de la previsto no se llegara a un acuerdo final entre las instituciones de la Unión Europea, que sin embargo están "cerca" del entendimiento, explicaron a Efe fuentes europeas y parlamentarias.

El punto que persiste como discrepante es la tasa de nicotina permitida en los cigarrillos electrónicos.

Gobierno y CCAA analizan equiparar los cigarrillos electrónicos al tabaco

Madrid, 17 dic (EFE).- El Gobierno y las comunidades autónomas analizarán mañana equiparar los cigarrillos electrónicos al tabaco para que estén sometidos a la ley antitabaco, que prohíbe fumar en todos los lugares públicos cerrados.

Este es uno de los puntos del orden del día del Consejo Interterritorial de Salud, el último del año, que presidirá la ministra de Sanidad, Servicios Sociales e Igualdad, Ana Mato, y al que asistirán los consejeros autonómicos del área.

En una reciente respuesta parlamentaria a una pregunta de CiU, el Gobierno ya se mostró favorable a regular ese tipo de cigarrillos equiparándolos a los productos del tabaco, en línea con el Parlamento Europeo.

Pharmacies are intended for customers to purchase remedies for many ailments as well as offering other daily household health-related products. Doctors prescribe medications to patients for many health conditions. Obviously, doctors do not prescribe tobacco or tobacco products. Although, tobacco cessation products are sold to encourage and assist smokers in their challenge to quit.

Tough new EU rules could see the majority of e-cigarettes forced off the market, in a move which could have dramatic consequences for public health.

A provisional deal between MEPs and national governments could prompt a ban on refillable e-cigarettes and force manufacturers to rely on single-use low-nicotine alternatives.

"This is a perverse decision that risks sending more people back to real, more harmful, cigarettes," European Conservatives and Reformists Group leader and shadow rapporteur on the directive Martin Callanan said.

"Refillable e-cigarettes would almost certainly be banned, and only the weakest products will be generally available. As many smokers begin on stronger e-cigs and gradually reduce their dosage, making stronger e-cigs harder to come across will encourage smokers to stay on tobacco."

Tobacco plain packaging debate early next year

Parliament will begin its debate on plain packaging for tobacco early next year, Associate Health Minister Tariana Turia has confirmed.

Mrs Turia said this morning she expected the Smoke-Free Environments (Tobacco Products and Packaging) Amendment Bill to be introduced to the House in the New Year.

The hard-hitting law change would require cigarettes and tobacco to be sold in standardized packets with large health warnings.

In a statement, the minister said removing tobacco company colors, logos and other marketing designed to make tobacco products glamorous was an important step in reducing the uptake of smoking.

Opposition MPs say tobacco companies are "gaming" tax rules to reap profits from annual excise increases, profiting from measures designed to curb smoking.

Tobacco companies are avoiding millions of dollars’ worth of tax increases each year by triggering huge excise payments just before the end of December, then keeping the annual increase on New Year sales.

A timing loophole creates an entirely legal way to make a windfall from tax increases.

Last year the Government announced there would be 10 per cent increases in tobacco excise, on top of inflation adjustments, each year for four years, on January 1.

Sharjah bans tobacco sale close to residential areas

Shops in Sharjah have been told to stop selling cigarettes and other tobacco products near schools and close to residential areas in line with a federal law that will be enforced in early 2014 to curb tobacco consumption in the UAE.

In a circular, the emirate’s municipality told thousands of local groceries and other shopping outlets to immediately stop selling tobacco near schools, inside residential areas, and close to mosques as well as educational and health establishments.

The decision, which was enforced on Monday, also stimulated shops must obtain permits from the competent authorities for their tobacco trade and ensure all their tobacco products must be placed away from children items, foodstuffs and sport products. The shops were also told to make sure their tobacco items must be placed at the farthest point from the payment point inside the shop.

Alabama ranks low for protecting children from tobacco

Fifteen years after all states reached a settlement with the tobacco industry to recover tobacco-related health care costs, and Alabama ranks among the bottom in its financial efforts to curb smoking.

A report called "Broken Promises to Our Children: The 1998 State Tobacco Settlement 15 years later" was released earlier this month to show the latest tobacco-related revenues and the amount of money states have since spent on preventing and reducing smoking.

Alabama is expected to receive $223 million from the settlement this year, but the report says the state will spend $275,000 on tobacco prevention efforts for fiscal year 2014, or less than 1 percent of the spending recommended by the Centers for Disease Control and Prevention. The CDC recommends that Alabama spend $56.7 million on tobacco prevention.

Sanidad plantea prohibir el cigarrillo electrónico igual que el Tabaco

La propuesta que la ministra Mato va a presentar a los consejeros de Sanidad el miércoles que viene en el Consejo Interterritorial equipara el cigarrillo electrónico a tabaco. El Ministerio quiere vetar su publicidad, que lleve advertencias sanitarias, que no se pueda vender a menores de 18 años y que no se pueda consumir en ningún espacio público: oficinas, bares, restaurantes, discotecas y demás establecimientos.

Esta propuesta va más allá de las planteadas hasta ahora por Cataluña, Andalucía o la Comunidad Valenciana que prohibían su uso solamente en dependencias públicas y, de aprobarse, equipararía a España con países como Francia, Alemania, Australia, Canadá, Argentina o Brasil.

Esta propuesta se basa también en el principio de precaución porque este tipo de productos todavía no han sido evaluados por las autoridades de ningún país. De hecho la OMS, dentro del Convenio Marco para el Control del Tabaco, ha creado un grupo de trabajo para determinar los componentes añadidos al cigarrillo electrónico y la composición de los humos.

Estos productos no cuentan con una regulación sanitaria específica y se les viene aplicando distintas leyes en el ámbito de la UE, que no guardan relación con la regulación de productos de tabaco propiamente dicho.

Saltillo, Coah.- La edad del primer contacto con el tabaco ha disminuido en el estado. Gran parte de los fumadores actuales iniciaron entre los 9 y los 13 años, mientras que en promedio un coahuilense fuma siete cigarros al día.

Roberto de Luna, secretario técnico de la Coordinación Estatal de Adicciones de la Secretaría de Salud, explicó que a partir de los 18 años se mantiene el hábito de fumar tabaco, causando en muchos de los casos una adicción de por vida.

Push to ban e-cig sales to minors grows

Some local shops selling e-cigarettes have already taken steps not to sell to minors even though it is legal.

Meanwhile, a movement to stop sales to minors for electronic cigarettes is under way by some Pennsylvania lawmakers.

The State Judiciary Committee approved enabling legislation last week after a vote by the Pennsylvania Medical Society that urged a ban on the sale of e-cigarettes to minors. They want to carry the ban on tobacco and cigarettes law to include e-cigarettes, making them illegal to sell to minors.

That vote followed a report by the federal Centers for Disease Control and Prevention calling attention to increased use by teenagers.

Laurie Veet owns and operates three stores that sell e-cigarettes, the Cigar Box in the Laurel Mall and two other stores in the Schuylkill Mall and in St. Clair. She is adamant about not selling e-cigarettes to minors.

Namibia has not enforced tobacco regulations because it is not prepared to fight long and expensive legal battles against large companies.

Ruling could deal blow to e-cigarette industry 

A court ruling to restrict the sale of e-cigarettes in France last week could set a European, if not global precedent and knock the nascent e-cigarette industry off course.

A commercial court in Toulouse ruled on Monday that e-cigarettes (that do not contain tobacco) qualify as tobacco products and should only be sold by registered tobacconists.

French news agency AFP said the court ordered an e-cigarette retailer to stop selling and advertising the products. It argued it was violating the "state monopoly on the sale of tobacco" which states that tobacco products can only be sold at registered outlets in France, where their advertising is also banned.
